Clean Cooking Facility – Strategic advisory and technical assistance

Eneris supported the French Development Agency (AFD) in developing its strategic positioning on clean cooking ahead of the 2024 Clean Cooking Summit in Paris. This work laid the groundwork for AFD’s commitment to invest €100 million in clean cooking by 2030 across household, institutional and productive uses, recognising its transversal nature and its contribution to the Sustainable Development Goals. The resulting action framework is structured around five pillars: i) mainstreaming clean cooking across AFD operations, ii) establishing a dedicated facility, iii) strengthening blended finance, iv) enabling access to highquality carbon finance, and v) promoting technical and financial partnerships.

Building on this foundation, Eneris now provides ongoing strategic advisory and technical assistance to the newly created Clean Cooking Facility and to country teams. This includes support on project design, partnership consolidation, and mobilisation of AFD instruments such as public policy dialogue, credit for budget support, intermediary financing through banks, integration of clean cooking in electrification investments, SME credit lines, and carbon finance mechanisms.

Eneris also advises on transversal topics including co-benefits (GHG emissions, biodiversity, gender), feasibility of electric cooking in centralized and mini-grids, conditions under which LPG can be funded, economic diplomacy, among others.

The work currently spans Tanzania, Uganda, Rwanda, Democratic Republic of Congo, Madagascar and continues to expand as AFD scales up its clean cooking portfolio.
