Clean cooking consulting, advisory and technical assistance for the European Union

Eneris provides specialised clean cooking consulting, advisory and technical assistance to the European Union through the Global Technical Assistance Facility (TAF) for Sustainable Energy. In particular, Eneris supports EU Headquarters and Delegations in Africa and Latin America on clean cooking market analysis and market development, clean cooking strategy and action plan development, investment programme design, and clean cooking policy and regulatory frameworks, covering a wide range of solutions, from biomass to LPG and electric cooking.

Among others, Eneris has:

Delivered clean cooking market analyses and stocktaking exercises at national and regional levels. These assessments identified priority EU actions on value chains, policies, finance and partnerships with other donors.

– Supported the development of three large regional clean cooking programmes in Africa, including ReCCAWA in West Africa, launched in 2024, and two forthcoming programmes for Central/Eastern and Southern Africa, with a combined value of €49 million. These programmes strengthen clean cooking market development, innovation – including digitalisation and electric cooking, SMEs (business capacities, finance access, carbon finance), financial institutions and blended finance, and the broader country and regional enabling environment, including policies, standards, fiscal incentives and governance.

– Framed the design of the VABICUI project in Côte d’Ivoire (Biomass Energy and Clean Cooking Valorization Project), focused on organic waste valorisation and the establishment of sustainable clean cooking value chains through a stronger and innovative business ecosystem.

– Assessed the feasibility of electric cooking in minigrids in the Democratic Republic of Congo, including cost analysis, user preferences, impacts on load profiles, and business model viability.

– Informed the design of a sustainable energy access intervention in Nicaragua, ensuring that proposed clean cooking actions were viable, evidence-based and aligned with international good practice.

– Provided specialised clean cooking advisory on sector barriers and opportunities, alignment of clean cooking solutions with EU climate objectives, electric cooking, carbon finance opportunities, innovation, gender priorities, economic diplomacy, and energy access in schools.

Eneris’ clean cooking consulting and advisory work has covered multiple African regions – including West Africa, East and Central Africa, Southern Africa and the Indian Ocean – as well as specific countries including Côte d’Ivoire, Kenya, the Democratic Republic of Congo, Rwanda, Uganda, Nicaragua.
